BPPA calls for ministry training under new rules

The Bangladesh Public Procurement Authority (BPPA) has emphasised the need to strengthen procurement capacity at the ministerial level and enhance the skills of senior policy officials to ensure more effective implementation of the newly enacted Public Procurement Rules (PPR) 2025.
The call was made at a workshop organised by BPPA on 20 October 2025, which brought together national procurement trainers to review and align training curricula with the updated rules.
Mr. Shirajun Noor Chowdhury, newly appointed Secretary, Implementation Monitoring and Evaluation Division (IMED), attended as Chief Guest and underscored that strengthening ministries' procurement capacity would directly benefit departments and directorates.
"If secretaries themselves are well-versed in procurement matters, it will naturally enhance the understanding of their officers," he said, adding that existing knowledge gaps within ministries must be addressed to accelerate project implementation.
The two-phase workshop engaged 26 national procurement trainers in its first session, with the second session scheduled for 26 October 2025.
Mr. Shah Eyamin-Ul Islam, Director of BPPA and National Procurement Trainer, presented the key amendments introduced under PPR 2025, while trainers shared insights and recommendations to improve implementation.
Notable participants included Mr. Shish Haider Chowdhury, Secretary, ICT Division; Mr. Md Faruque Hossain, former Secretary and ex-Director General of CPTU; Mr. Amulya Kumar Debnath, former Director General of CPTU; Mr. Masud Akhter Khan, Additional Secretary, Ministry of Primary and Mass Education; and Md. Aknur Rahman, PhD, Joint Secretary, Ministry of Power, Energy and Mineral Resources.
BPPA Chief Executive Officer and Secretary Mr. S. M. Moin Uddin Ahmed announced that national procurement trainers have been officially recognised under the new rules and that an Institute of Public Procurement (IPP) will be established under BPPA. He added that every ministry and agency will have a dedicated procurement unit, as mandated by PPR 2025.
He also informed that BPPA will soon host a workshop for Secretaries to enhance understanding and coordination on public procurement issues at the top administrative level.
The amended Public Procurement Act 2006 and the new Public Procurement Rules 2025 came into effect on 28 September 2025. The workshop aimed to ensure consistent dissemination of PPR 2025 across the country while incorporating trainers' feedback into updated national training modules.
